Vulnerability discovered in Joyful Note and Hidemaru editor!

Today, we have updated the following two softwares reported in the NVD (National Vulnerability Database).

"Joyful Note" (Perl's CGI program) was used in the image bulletin board of this site, so the fix was urgent.
However, since the program was modified to be bilingual, it took a little time to update.
In addition, due to server permissions, we have also fixed a bug that did not allow the .css/.js file to be read correctly. * Add the following definitions to the directory
